Swimming Pools in Germany industry analysis

In recent years, the swimming pool industry in Germany has remained stable overall despite adverse conditions. Between 2020 and 2025, the industry's turnover increased by an average of 2.6% per year to €7.4 billion, which is mainly due to the low turnover in the pandemic year 2020. Challenges such as temporary closures, weather-related fluctuations and the increasingly visible structural disadvantages of rural regions had a negative impact on the industry's development. At the same time, the number of swimming pools in Germany has continued to decline in recent years, which has had a particularly negative impact on access to swimming lessons and led to an increase in the number of children who cannot swim.

Trends and Insights

  • German swimming pools are suffering from funding bottlenecks. Rising operating costs and difficulties in maintaining old facilities are exacerbating the problem. The situation requires strategic solutions at state level to avoid closures and a deterioration in services.
  • In the warmer months, outdoor pools are popular places for those seeking relaxation. They not only offer the opportunity to refresh yourself in the cool water and sunbathe on the green lawn, but also to socialise.
  • Swimming pools are usually operated by municipalities that control a limited number of swimming pools. As they operate regionally and are often only visited by people who live nearby, the dominant position of the industry companies is regionally limited.

Trends and Insights

The need to renovate and modernise swimming pools in Germany jeopardises the future of swimming pools

  • According to the KfW Municipal Panel 2024, the investment backlog for sports facilities in Germany amounted to 12.1 billion euros in 2024, with the swimming pool sector accounting for a significant proportion of this. The results of a study conducted by the Federal Institute for Sports Science (BISp) in 2023 are particularly alarming, with 61% of the municipalities surveyed rating their swimming pools as being in need of renovation or modernisation. Within this group, 24% of outdoor pools and 23% of indoor pools are even categorised as being in great need of renovation. Without comprehensive refurbishment measures, the municipalities participating in the KfW Municipal Panel 2024 expect that 14% of indoor pools and 16% of outdoor pools will have to be closed in the next three years.
