Railway Equipment Manufacturing in Germany industry analysis

Over the last five years, the German rail vehicle industry has changed considerably. Following several takeovers and mergers, including the integration of Bombardier's train division into Alstom, the market has become increasingly consolidated. International competitors such as the China Railway Rolling Stock Corporation have increased the pressure on German manufacturers and led to efficiency gains and increased partnerships within the industry. At the same time, the importance of digital control systems, CBTC signalling technology and automated operating models has increased. Manufacturers such as Siemens, Stadler and Alstom have adapted their development and production structures in order to fulfil increasing demands for sustainability, automation and reliability. In addition, the share of hybrid and electrified drives has risen sharply, characterising the technological transformation of the industry and opening up new market segments. The industry's turnover has fallen by an average of 3% per year since 2021 to 6.6 billion euros. However, this is not due to a lack of orders, but to delays in production.

In the current year, industry sales are expected to fall by 0.8%. The industry is in a phase of intensive development activity in the current year and is also under increasing regulatory pressure. Major orders such as the 90 Adessia Stream trains for Cologne and up to 374 underground trains for Hamburg are consolidating Alstom's market leadership. Around €107 billion of the €500 billion "Infrastructure and climate neutrality" special fund is earmarked specifically for the modernisation and electrification of the rail network. Nevertheless, long procurement processes, supply bottlenecks and authorisation procedures are hampering progress. Rising material costs and price fixing are putting pressure on profit margins, while regional supply chains and digital solutions are gaining in importance.

For the period from 2026 to 2031, IBISWorld expects average annual revenue growth of 0.9% to 6.8 billion euros in 2029. Ambitious climate targets and urbanisation are driving demand for rail vehicles and innovative rail technology. The expansion of passenger and freight transport as part of the Deutschlandtakt requires thousands of new trains as well as modern signalling and safety systems. Manufacturers such as Siemens, Alstom and Stadler are investing in the expansion of their production capacities and in future technologies such as battery and hydrogen drives, although the latter are losing credibility due to technical problems. Battery-powered trains are increasingly seen as a more efficient solution. At the same time, manufacturers are focusing on modular vehicle platforms and autonomous systems in order to reduce costs, standardise development processes and ensure international competitiveness. Urbanisation in Asia, particularly in populous countries such as India, is also opening up new export opportunities for German manufacturers.

Trends and Insights

  • Extensive government investment in infrastructure and climate protection is giving the industry new impetus. At the same time, bureaucratic procedures and slow procurement processes are making it difficult to implement necessary modernisation measures quickly.
  • The industry companies generate the largest share of their sales from the manufacture of rail vehicles and parts for them. In the coming years, rail vehicle manufacturers are likely to receive further large orders as part of government infrastructure investments.
  • Eastern Germany has the most companies in the sector, with the rail vehicle cluster in the Berlin-Brandenburg region. Saxony also plays an important role in rail vehicle construction thanks to its existing industrial structures.
  • The industry is dominated by a few large rail vehicle manufacturers. In addition, there are a large number of smaller companies that mainly carry out subcontracting activities.

Industry Statistics and Trends

Market size and recent performance (2016-2031)

Industry revenue has declined at a CAGR of 3.0 % over the past five years, to reach an estimated €6.6bn in 2026.

Trends and Insights

Alstom expands its market leadership in rail vehicle construction in Germany with orders worth billions in July 2024

  • In July 2024, Alstom received two major orders in the field of rail vehicle construction in Germany. Alstom will supply a total of 90 Adessia Stream electric multiple units for the Cologne S-Bahn. These vehicles are designed for regional transport and are characterised by barrier-free access, modern passenger information systems and technically efficient components. In addition, Alstom will maintain the entire fleet for 34 years. For Hamburger Hochbahn, the framework agreement covers up to 374 new-generation underground trains, which were primarily developed for automated operation, particularly on the future underground line U5. The trains offer spacious multi-purpose areas, advanced air conditioning and driverless technologies that maximise both comfort and operational benefits.

Trends and Insights

Ambitious climate targets drive strong demand for new rail vehicles and innovative railway technology

  • Rail freight transport is set to achieve a market share of at least 25% by 2030 (compared to around 20% in 2019), while passenger numbers are set to double by comparison. For long-distance transport alone, this means an increase from 151 million passengers in 2019 to around 300 million in 2030. The Deutschlandtakt - a comprehensive, integrated timetable - forms the infrastructural basis for this change and requires a systematic expansion of the rail network. These goals are anchored in the national climate protection strategy and serve to decarbonise the transport sector.
