Hardware, Plumbing & Heating Equipment Wholesaling in Germany industry analysis

Since 2020, turnover in the wholesale of sanitary installation supplies and building elements has fallen by an average of 2.8% per year. The development of the sector is primarily influenced by the construction sector, the sanitary installation industry and the net income of households. At the beginning of the last five-year period, construction activity in Germany was at a high level, which was primarily due to favourable interest rates for property loans. In addition, increasing urbanisation could be observed in Germany, which led to an intensification of the housing shortage, particularly in metropolitan areas. Gas supply concerns due to the war in Ukraine and the German government's subsidy programmes for the sustainable replacement of heating systems led to a significant shift in demand within the sector towards heat pumps in the years 2021 to 2023. This also led to a significant increase in industry sales. The amendment to the Building Energy Act in 2024 triggered uncertainty among building owners and investors, which caused the market to slump by 46% and also significantly slowed down industry sales.

Trends and Insights

  • The growing bureaucratic costs from Brussels are noticeably slowing down the wholesale trade. EU regulations cause 65 billion euros in bureaucratic costs every year, with small and medium-sized wholesalers in particular suffering from the increased documentation and reporting requirements.
  • The demand for heating installation requirements is currently increasing Due to the current high energy costs, many households are replacing their heating systems with modern, more energy-efficient alternatives. This is further strengthening the trend towards more sustainable buildings that has already been observed in recent years.
  • Wholesalers prefer to locate near their customers. A particularly large number of industry customers such as DIY stores have settled in the Central and Southern regions, as both the population and the average income of consumers are high there.
  • Competitive pressure comes primarily from the manufacturers of radiators and boilers. In recent years, many manufacturers have used the direct sales channel to the end customer, bypassing the wholesale trade, which has come under additional price pressure as a result.

Industry Statistics and Trends

Market size and recent performance (2015-2030)

Industry revenue has declined at a CAGR of 2.8 % over the past five years, to reach an estimated €61.9bn in 2025.

Trends and Insights

Heat pumps are becoming increasingly important as a growth driver in the wholesale trade for sanitary installation supplies and construction elements

  • Since 2022, the German market for heat pumps has been caught between political control, high media attention and fluctuating demand. The boom in recent years has been driven primarily by the Building Energy Act (GEG), which has significantly boosted demand for renewable heating systems such as heat pumps since 2020 and especially since its amendment in 2024 with stricter requirements. According to figures from the German Heat Pump Association (BWP), sales of heating heat pumps rose by 53% to 236,000 units in 2022 and by a further 50% to 356,000 units in 2023. The desire for independence from fossil fuels, increased energy costs and government subsidy programmes such as the Federal Subsidy for Efficient Buildings (BEG) with reimbursements of up to 70% of investment costs are fuelling this development.

Trends and Insights

The future of the wholesale trade for sanitary installation supplies and construction elements will be characterised by sustainability and the circular economy

  • According to the European Parliament, the building sector is responsible for around 36% of CO₂-equivalent emissions in the European Union. As part of Europe's targeted green transformation, sustainability along the entire construction value chain is therefore becoming the centre of attention. The construction sector has been confronted with resource scarcity, supply chain problems and growing social pressure for more environmentally friendly processes for several years. Progressive ideas such as the cradle-to-cradle principle and urban mining focus on keeping materials in the cycle and securing the raw material base for future generations by increasing the proportion of recycled materials.
